Planning Commission Minutes Page 3 <br /> July 28,2015 <br /> Commissioner Thiel stated he questioned allowing commercial storage in this area. He <br /> stated he had the same concerns as the residents and what might happen if the use was <br /> expanded. He stated he had a hard time seeing how the business fits in the neighborhood. <br /> Commissioner Crook asked the applicant to explain what is going on at the site now and <br /> how it would be different if the CUP is approved. Mr. Schroer stated that they have been <br /> operating after 5 p.m.,hauling back equipment from their sales sites. They also have been <br /> scrapping out the metal from old greenhouse structures and will continue to do so over the <br /> next 2-3 weeks,after which the amount of traffic and outdoor storage will be reduced. He <br /> noted that they plan to add a significant number of trees to provide screening. <br /> Commissioner Crook asked if there is a nursery on the property now. Mr. Schroer stated <br /> no,but at one time they did sell some spruce trees. He noted that they do not intend for it <br /> to be a retail site. <br /> Commissioner Larson-Vito asked if the MPCA noise level would also apply to night-time <br /> hours. Mr. Carlton stated that Condition#8 covers all hours of operation. <br /> Chair Johnson stated that the applicant could operate as a farm,except for the outdoor <br /> storage. He suggested limiting the outdoor storage to something less than one acre. <br /> Commissioner Larson-Vito asked the applicant if there was a less visible location on the <br /> property for the outdoor storage. Mr. Schroer explained the limitations of the site. <br /> Commissioner Larson-Vito asked if the applicant will always have outdoor storage. He <br /> stated that the goal is to build another building. He noted that they are transitioning to a <br /> new type of greenhouse that is smaller and will require less storage space. Chair Johnson <br /> asked if the applicant had a timeline of when that would happen. Mr. Schroer stated that <br /> there are currently 6 greenhouses they did not use this year and he will try to sell them but he <br /> will need to hold onto them until he can purchase the new greenhouses,hopefully within <br /> one year,but possibly as soon as next month. <br /> Chair Johnson stated he would like to see a better plan for the outdoor storage and for <br /> getting rid of materials not being used He asked the applicant if he would be able to <br /> provide this information if the Planning Commission continued his request to the August <br /> meeting. Mr. Schroer stated yes,he was willing to do whatever it takes. Commissioner <br /> Crook suggested that the applicant do what he can to get the site cleaned up. Commissioner <br /> Larson-Vito stated that she would like to see a timeline for completion and that the applicant <br /> should be conservative in his plan so it is not unrealistic. Chair Johnson stated that he felt 1 <br /> acre of outdoor storage was a considerable amount. <br /> Motion by Commissioner Larson-Vito and seconded by Commissioner Thiel to table <br /> the request by The Plant Place for a Conditional Use Permit to the August 25,2015, <br /> Planning Commission meeting,in order for the applicant to provide more <br /> information. Motion carried 5-0. <br /> 5.2 Request by Solid Rock Church for Preliminary Plat Approval (Solid Rock <br /> Church Addition) to replat Lots I-8, Block 9, Brentwood, into 4 lots, Case <br /> No. P 15-06- Public Hearing <br />
