Arena Commission Minutes Page 3 <br /> April 21,2015 <br /> 8. Action Items <br /> 8.1 Elections of Chair and Vice Chair <br /> Arena Manager Czech suggests DeAnn Givens should be the new chair. Givens <br /> agrees to the position. <br /> Motion made by Commissioner Cunningham and seconded by Commissioner <br /> Madsen to elect Vice Chair Givens to be the new Chair of the Ice Arena <br /> Commission.Motion carries 6-0. <br /> Motion made by Chair Givens and seconded by Commissioner Cunningham <br /> to elect Commissioner Balabon as the Vice Chair of the Ice Arena <br /> Commission. Motion carries 6-0. <br /> 8.2 Parks and Recreation Master Plan/Arena Construction <br /> Arena Manager Czech notes that there is a light at the end of the tunnel with the <br /> Parks Master Plan.The study results will be looked at in May and then it will be <br /> submitted to the City Council for approval.A portion of the plan addresses indoor <br /> facilities which would include the Ice Arena as well as the Senior Center.The <br /> Council will also decide how to fund the projects. <br /> Parks and Recreation Director,Michael Hecker states the master plan suggests the <br /> possibility of combining the Arena,Activity Center as well as the Lions Park facilities <br /> in one building. He confirms the Lion's Park location is not a viable choice for a new <br /> facility due to issues with the ground,however no other alternatives have been <br /> suggested. <br /> Hecker notes the Senior Center needs$40,000 in improvements,and it gets a <br /> considerable amount of use. <br /> The Parks and Recreation Commission will approve the final plan in May and then it <br /> will be submitted to the Council. City Administrator Cal Pottier will be overseeing <br /> the RFP. <br /> 8.3 2015-2016 Ice Rates <br /> Arena Manager Czech notes that the arena's operating expenses continue to increase. <br /> MLAMA (Minnesota Ice Arena Managers Association) compiled a list of rates from <br /> surrounding rinks. Historically the Elk River Arena has tried to stay on the lower <br /> end,but in line with other rinks nearby.Typically rates increase$5/hour every other <br /> year. <br /> Commissioner Ballenger notes that obviously Elk River Youth Hockey wants to <br /> keep the rates as low as possible so as to not have to pass the costs on to their <br /> association.Their numbers last year were flat if not slightly down. However he also <br /> notes that having a$5 increase every other year is easier to handle than holding off <br /> for a longer period of time and then seeing a larger increase. <br /> PnMEI 1 1 'f <br /> NAME <br />
