Special Workshop Meeting of the Elk River <br />aver Housing and Redevelopment Authority <br />Held at the Elk River City Hall <br />Monday, July 6, 2015 <br />Members Present: Chair Wilson, Commissioners Burandt, Chuba, Kuester, and Toth <br />Members Absent: None <br />Staff Present: Economic Development Director Amanda Othoudt, Economic <br />Development Specialist Colleen Eddy, and Recording Secretary /Sr. <br />Administrative Assistant Debbie Huebner <br />I . Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River Housing and <br />Redevelopment Authority was called to order at 5:00 p.m. by Chair Wilson. <br />2. Consider 7/6/15 Workshop Agenda <br />Moved by Commissioner Toth and seconded by Commissioner Chuba to approve <br />the July 6, 2015, agenda. Motion carried 5 -0. <br />3. Discuss 2015 HRA Strategic Plan and Goal Setting <br />Amanda Othoudt presented the staff report. Ms. Othoudt reviewed priorities and strategies <br />for 2017 — 2020, including Business Development, Redevelopment and Rehabilitation, <br />Community Brand, and Transportation. She provided details of new actions steps proposed <br />by staff to accomplish the HRA's goals, as well as removal of steps in the current plan that <br />have already been accomplished. <br />Discussion was given to staff's proposal to include participation by the HRA, along with the <br />EDA and Councilmembers, at BRE visits. The HRA concurred this was a good idea. They <br />also discussed the importance for employers of having available /affordable housing for their <br />employees. <br />Ms. Othoudt noted that the housing study will provide valuable information about the city's <br />housing needs. <br />Ms. Othoudt reviewed the division performance measures and goals for 2016. Budget topics <br />of discussion included: updating the city's website regarding the EDA and HRA, working <br />with Golden Shovel, increasing promotional items, trade show attendance, assistance <br />programs, and increased marketing to businesses such as craft breweries and medical device <br />manufacturing. <br />
