Developer Proposal Analysis&Recommendation <br /> June 24,2002 <br /> • Page 2 of 2 <br /> The preliminary interview of developers included the Economic Development staff, the City <br /> Administrator, the Planning Department staff and the City Engineer. <br /> The attached Ehlers &Associates memo provides a summary analysis of the proposals <br /> received for the Downtown Revitalization Project. Of the five proposals, staff consensus is <br /> that MetroPlains Development and TOLD Development Company best meet the review <br /> criteria mentioned above. <br /> Staff understands that the HRA will be taking the lead in completing the Downtown <br /> Revitalization Project to the extent that the City Council is comfortable with the project and <br /> process. The HRA should be notified if at any time the City Council feels uncomfortable or <br /> has issues with the project or process. The HRA will continue to keep the City Council <br /> involved at critical decision points throughout the process and in the project fmancing as <br /> needed. <br /> Recommendation <br /> Staff recommends that the HRA select MetroPlains Development and TOLD Development <br /> Company for further consideration of their downtown revitalization project proposals. <br /> Interviews would be conducted in July at a joint meeting of the HRA and City Council. <br /> Staff recommends that the HRA and City Council consider calling a special meeting for <br /> Monday,July 29, 2002 at 6:00 p.m. to allow sufficient time to interview both developers. <br /> • In addition, staff recommends that an Open House be scheduled in July that would allow <br /> the public to meet the two developers and provide input on the proposed development site <br /> options. Public input provided at the open house could then be compiled and included for <br /> consideration in the decision-making process. Staff proposes scheduling the Open House <br /> for Wednesday,July 17, 2002 at 7:00 p.m. Staff will coordinate communication efforts to <br /> notify the public. <br /> Once the developer interview process is completed, the HRA may choose to enter a <br /> preliminary development agreement with a developer. During the preliminary development <br /> agreement phase,issues will be identified that must be addressed in the project and a <br /> preliminary site plan is developed. <br /> • <br />
