Strikethroughs to be removed <br />Underlines to be added <br />Last Updated March 2014 <br /> <br /> <br /> <br />Ordinance 15 - ____ <br /> <br />An Ordinance Amending Certain Sections of Chapter 30 related to XCR extreme <br />commercial recreation of the City of Elk River, Minnesota, City Code <br /> <br />The City Council of the City of Elk River does hereby ordain as follows: <br /> <br />SECTION 1. That § 30-1, Definitions of the City of Elk River Code of Ordinances shall be <br />amended to read as follows: <br /> <br />Active use storage means an enclosed facility containing multiple individual units used for the storage, <br />maintenance, and display of vehicles. The facility may not be used for retail sales, business <br />operations, or overnight stays. <br /> <br />Campground means a facility used primarily for overnight and short-term tent camping in tents, truck <br />campers and recreational camping vehicles. Campgrounds must comply with all State of Minnesota <br />regulations regarding campgrounds and must be licensed with the Minnesota Department of Health <br />as a Campground. Such a Camping vehicles shall meet the definition in state law for “Recreational <br />Camping Vehicle”, and the following qualifications: <br /> <br />(1) The vehicle is not used as the residence of the owner or occupant.; <br />(2) The vehicle is used for temporary living quarters by the owner or occupant while engaged in <br />recreational, vacation, or temporary vacation travel activities.; <br />(3) The vehicle is towed or otherwise transported, by its own or by other power, on the public <br />streets or highways incidental to such recreational or vacation activities. <br /> <br />Permitted accessory uses include a recreational area for campground guests and retail sales of over- <br />the-counter items for campground guests only. <br /> <br />Limited stay lodging means a building or structure where sleeping, and cooking and/or sanitary facility <br />accommodations are furnished to users for a period of no more than seven (7) consecutive days. <br /> <br />Off-road racing means a format of racing where various classes of specially modified snowmobiles, <br />cars, trucks, go-carts, and/or ATV’s compete in races on dirt or snow tracks. <br /> <br />Parking, overflow event means temporary parking for a single event, on any surface, in non-designated <br />parking areas that does not exceed 50% of the required parking for a business. <br /> <br />Water sports facility means a facility where non-motorized water activities such as, but not limited to, <br />wake boards, knee boards, and water skis, are powered by a secondary power source. <br /> <br /> <br />
