They are interested in expanding the size and scope of the existing business but also have a long term <br />vision for the growth and development of theirs and surrounding properties. Some of these activities are <br />short term visions with others being more long term. <br />The immediate to short.term uses include: <br />Carlson Motorsports Expansion (CU 15-10) <br />Rental Shop Space <br />Off-Road Truck Racing <br />Training/Development/Testing <br />The longer term uses include: <br />Water Sports Facility <br />Swap Meets <br />Festivals <br />Concerts <br />Staff and the applicant have been discussing their plans for expansion and development of the subject <br />property as well as the surrounding properties and felt the best approach was to create a new zoning <br />district to allow the current uses as well as the future uses. <br />With uses that are commercial and highway business in nature, staff is recommending the architectural <br />standards follow subsection 30-938(2) pertaining to building finish and subsection 30-938(3)pertaining to <br />roofs applies to this district. <br />The attached ordinance has been drafted to try to codify all the visions of the applicant but to also <br />maintain some of the current uses in the Commercial Reserve Transition District. <br />Utilities <br />The subject property is not located in the Urban Service District. Although the current project does not <br />require city services, some of the proposed permitted and conditional uses in the XCR.district will require <br />city services and this will have to be addressed in the future. <br />Planning Commission <br />The Planning Commission reviewed this application at their June 23, 2015 meeting. No concerns were <br />raised'by the commission regarding the request.
