City Council Minutes Page 8 <br />June 15, 2015 <br />----------------------------- <br />Picture #15 <br />Engine dyno with two exhaust hoses. <br /> <br />He stated he doesn’t use this anymore because he found it was quieter to have the <br />exhaust go inside the room with the 8” of sound deadening and allow it to go <br />through the 40,000 cfm fan to deaden the sound. <br /> <br />Mr. Wells noted, on the diagram with arrows, the direction of how sound travels on <br />the site. He stated his neighbor, Steve Kedrowski, would come in to testify and he is <br />the closest adjoining neighbor to the dyno. He further stated Mr. Kedrowski is a <br />good friend. Mr. Wells stated he is not trying to be a bad neighbor but he needs to <br />be able to move his cars around. He explained the confusion about open doors, <br />noting the dyno door can’t be open to operate, while the other door could be open. <br />He stated he is willing to do some sound testing when running equipment to make <br />sure they pass noise levels. <br /> <br />Mr. Hoverson reviewed the four non-compliance issues as follows: <br /> <br /> <br /> <br />whether the overnight outside storage of vehicles has occurred <br />Overnight storage has been cleaned up and Mr. Wells stated it won’t happen again. <br /> <br /> <br /> <br />whether the repair or maintenance of vehicles outside of the building has <br />occurred <br />Mr. Wells stated no work has or will be done outside the building. <br /> <br /> <br /> <br />whether the level of noise from the building exceeded city ordinance levels <br />Mr. Wells stated their pulls run 4-6 seconds a piece about 2-3 times an hour. He stated he <br />would like staff/Council to come out and review it. <br /> <br /> <br /> <br />Whether the doors of the facility have been kept open while operating, tuning, <br />and testing vehicles. <br />Mr. Wells, questioned by Mr. Hoverson, stated the dyno door is never open when a vehicle is <br />being tested. Mr. Wells stated it can’t be open due to its design. <br /> <br />Mr. Hoverson stated they are trying to determine what the issue is with the noise. He <br />stated the best they can determine is noise is coming from the bolt-on section, <br />possibly when the vehicles are being moved. He stated they are open to suggestions <br />on improving this, but they don’t believe this is the noise issue. <br /> <br />Mr. Hoverson addressed the May 29, 2015, timeline on page two of the staff report <br />regarding late night hours of working. <br /> <br />Mr. Wells stated his technician had a customer emergency so he brought the car to <br />work on it. He stated it won't happen again. <br /> <br />Dawn Anderson, 16783 Yale Street – Stated it isn't one resident who has an issue, <br />and she hasn’t complained in the past, because she didn't think anything could be <br /> <br />
