Open Forum <br /> <br /> No one appeared for Open Forum. <br /> <br />6.1 Minnesota Wastewater Treatment Facility Operational Award <br /> <br />This item was removed from this agenda and will be heard at the July 20, 2015, <br /> council meeting. <br /> <br />7.1 HiTech Motorsports Inc. – 16820 Highway 10 Public Hearing to <br />Revoke Conditional Use Permit, CU 06-12 <br /> <br /> Mr. Carlton presented the staff report. <br /> <br /> Mayor Dietz asked if any decibel readings were taken with the door open. <br /> <br />Mr. Carlton stated when he was acquiring a baseline decibel level he did not test with <br />the door open as the applicant stated the dyno cannot operate with the door open. <br /> <br /> Mayor Dietz reopened the public hearing. <br /> <br />Conner Mickelson, 16831 Yale Street, stated the noise coming from HiTech has <br />been significantly reduced since the last hearing due to doors of the business not <br />being open and changes made to buffering sound but he wasn’t confident things <br />would continue to stay quiet in this manner. He stated a video he sent to staff <br />portrayed sounds being performed after normal business hours and asked for <br />clarification of allowed operating hours. <br /> <br /> Mr. Carlton stated the permit allows for operating hours on Monday through Friday, <br /> 8:00 a.m. to 6:00 p.m. and Saturday 10:00 a.m. to 4:00 p.m. <br /> <br />Michael Hoverson, attorney for the applicant, and Bart Wells, the applicant, <br />spoke. Mr. Hoverson addressed comments made at the June 15, 2015, public <br />hearing, regarding skid marks made on pavement located near the business. Mr. <br />Wells stated he submitted photos and video to city staff showing the marks were <br />created from attendees at the Frankensteiners Car Show held at Broadway Bar and <br />Pizza on May 31, 2015, and stated he had no part in that event. <br /> <br />Mr. Hoverson and Mr. Wells outlined the changes made after the June 19 testing and <br />before the July 1 testing to the dyno garage port at his business, referencing the <br />numbered aerial map in the staff report. <br /> <br />
