City Council Minutes Page 11 <br />June 15, 2015 <br />----------------------------- <br /> <br />Mr. Carlton stated the city does have in-house equipment and personnel <br />knowledgeable enough to perform the testing. <br /> <br />Moved by Councilmember Westgaard and seconded by Councilmember <br />Burandt to continue this item to July 6, 2015. Motion carried 5-0. <br /> <br />7.4 Rezone Certain Property Owned by Sherburne County from R-1c to <br />Business Park <br /> <br />Mr. Carlton presented the staff report. <br /> <br />Mayor Dietz opened the public hearing. <br /> <br />No one spoke. <br /> <br />Moved by Councilmember Wagner and seconded by Councilmember Burandt <br />to continue the public hearing to July 20, 2015. Motion carried 5-0. <br /> <br />8.1 Resolution: Land Swap: School District and Arena Property <br /> <br /> Mr. Portner presented the staff report. <br /> <br />Mayor Dietz outlined the school districts plans. <br /> <br />Moved by Councilmember Westgaard and seconded by Councilmember <br />Olsen to adopt resolution 15-32 finding that the exchange of real property is <br />consistent with the City of Elk River Comprehensive Plan. Motion carried 5-0. <br /> <br />Attorney Beck clarified that the motion also included authorization for the mayor <br />and city clerk to execute the documents to implement the land swap. <br /> <br />The Council concurred this was part of the motion. <br /> <br />8.2 Ordinance Amendment: Section 58-37 Regarding Garbage/Recycling <br />Containers <br /> <br /> Mr. Leeseberg presented the staff report. <br /> <br />Mayor Dietz requested publicizing this change to the community. <br /> <br />Councilmember Westgaard questioned the need for a 4-foot distance between <br />containers because there are a lot of single lane driveways in the city. He further <br />stated some people may have up to three containers, which can take up a whole <br />driveway. <br /> <br /> <br />
