<br />Item 5,8. <br /> <br /> <br />MEMORANDUM <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Pat Klaers, City Administrator <br /> <br />DATE: june 7, 2004 <br /> <br />SUBJECT: Boys and Girls Club Presentation <br /> <br />Representatives of the Boys and Girls Club will be in attendance at this City Council meeting <br />to make a presentation regarding the current status of the Boys and Girls Club and to <br />request a city partnership in funding two positions. Mayor Klinzing, Finance Director Lori <br />Johnson, and myself met with representatives of the B & G Club on April 27, 2004 to <br />discuss B & G Club activities and city-B & G Club partnerships, especially as it relates to city <br />funding for positions and programs. <br /> <br />The city and B & G Club have come to a mutual understanding that continued funding of <br />the position that is in charge of recycling activities is no longer appropriate based on what <br />work the position does and based on the state law requirements for use of the landfill <br />abatement funds. <br /> <br />The new funding request for positions (described in the attached material from the B & G <br />Club) would have to come out of the city general fund. No funds are in the 2004 budget for <br />this expenditure. Funds could be included in the 2005 budget, depending on City Council <br />priorities. The city cannot simply give the B & G Club a "contribution" and can only <br />provide the B & G Club with funding for positions or programs that are beneftcial to the <br />city and related to city issues. By funding these positions or programs through the B & G <br />Club, it eliminates the need for the city to undertake these positions or programs. An <br />alternative to this request for funding from the B & G Club may be for the city to continue <br />to support the B & G Club environment and recycling project but to use general fund <br />money and not landfill money for this support. <br /> <br />The City Council needs to discuss whether or not the city should be supporting, by way of a <br />contribution of general fund monies, any positions/programs that the B & G Club offers. <br /> <br />s: \ Council \ Pat\2004 \BoysGirls060704.doc <br />
