Item I 5.6.

MEMORANDUM

TO:

Mayor and City Council

FROM:

Stephen Rohlf, Building and Environmental Administrator
sf.(

DATE:

June 7, 2004

SUBJECT:

Presentation on Archaeological Modeling and Literature Search

Dr. Richard Rothaus of St. Cloud State University will be present at Monday night's meeting
to give the City Council a presentation on the archaeological modeling of the city and an
associated literature search that has been conducted over the past year. Dr. Rothaus' draft
report is attached to this memo.

The fInal draft of the report will be sent to the State Histmic Preservation Office. Staff
recommends that this report be made an addendum to the City's Comprehensive
Plan and used as a planning tool. It may be prudent for the city to place additional
conditions on developments on sites identified as having a high potential to contain historic
or pre-historic archaeological artifacts so that something significant isn't lost.

A display of the archaeological modeling will be moved from the Elk River Public Library
and placed at City Hall fm Monday's meeting. This display was first used on Archaeology
Day at Lions Park Center on May 8, 2004.

As the Council is aware, the bulk of the cost for this work has been covered by a federal
grant. The city has received additional grant money for 2004 to test the modeling. Most of
this work has been scheduled fm mid-July and will include a day for the public to come and
see what is happening. The public day is tentatively scheduled fm Saturday, July 17,2004
and will be advertised beforehand.

After the testing of the modeling, the city will be in the position to do an actual
archaeological dig. This would only happen if something significant enough to warrant
researching is found and funding is available. The hope is to continue working with Dr.
Rothaus and have a graduate student(s) take part in the dig in Elk River as part of their
fieldwork.

The archaeological modeling and literature search conducted in Elk River will be featured at
this year's Historic Preservation Conference in St. Cloud on September 23 and 24 at the
