Howard R, Green Company <br /> <br />Item ~ 5.16. <br /> <br />June 2,2004 <br />File: 230105M-53 <br /> <br />Honorable Mayor and City Council <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: NAPLES STREET/186TM AVENUE <br /> <br />Dear Council Members: <br /> <br />As requested at a City Council meeting last month, I have researched the Naples Street/186th <br />Avenue files regarding easements for road and drainage purposes. Back in 1996 while working <br />with this neighborhood, the City requested easements from 12 property owners. As of early 1997, <br />the City had received nine easement documents back from the property owners. These <br />easements have all been filed with the County and recorded against the properties. The three <br />property owners that have never returned their executed easement documents are along the north <br />side of 186th Avenue. Two of the properties are owned by the Bickman family and are currently <br />vacant. The third property is just east of the two vacant Bickman properties and is owned by <br />Theisen. All the properties with their current owners are shown on the attached exhibit. <br /> <br />As Council is aware, this research was prompted by Mr. Miles Knutson appearing at an open mike <br />segment of a City Council meeting, asking for the Council's help in paving the gravel roads on <br />Naples Street and 186th Avenue. From this research, it appears that the City does have all the <br />necessary easements to pave Naples Street, but does not currently have the appropriate <br />easements along 186th Avenue. City staff has done no additional work at this time, other than to <br />research the easements. We are requesting Council direction as to how you would like us to <br />proceed on this issue. <br /> <br />Sincerely, <br /> <br />Howard R.
