the road. The County would pay their fair share of the reconstruction of the road <br />above and beyond the federal grant based on the County's Cost Participation <br />Policy, and then include two years of gravel road maintenance. Terry indicated <br />that he will bring an item forward to the Elk River City Council to determine <br />whether or not the City Council is interested in pursuing discussions with <br />Sherburne County regarding a potential turnback with CR 40 between CSAH 12 <br />and CSAH 13 with the City of Elk River. <br /> <br />County Road 44 Project Status <br />Dave Schwarting indicated that CR 44 was programmed as part of the County's <br />three-year bonding road construction project. However, due to overruns and <br />unforeseen costs, the total bond proceeds have been spent, and CR 44, along <br />with other road projects, has not been completed. Brian Bensen indicated that <br />the County Board will be discussing later this summer, probably by the end of <br />August, whether or not to pursue another bonding project or to go back to using <br />general property tax levy to fund road projects. Brian and Dave also indicated <br />that because of budget cutbacks, the County Board would likely discuss whether <br />or not to pursue as aggressively in the future reconstruction of roads like CR 44 <br />or look at alternative means such as mill and overlay or recycling of the surface <br />as a means to cut costs but maintain a drivable surface. <br /> <br />Brian Bensen went on to talk about a potential $1.6 million budget cut that <br />Sherburne County is concerned about from the State in the next bi-ennium. In <br />answer to a question, Dave Schwarting indicated that CSAH designation could <br />not be put on CR 44 and indicated that CR 44 may also be a candidate for <br />discussion of turnback potential. <br /> <br />County Cost Participation Policy <br />Before this item's discussion began, Brian Bensen and Rachel Leonard had to <br />leave the meeting. <br /> <br />There was general discussion regarding the County's Cost Participation Policy. <br />Terry Maurer indicated that he had researched several metro and St. Cloud area <br />Counties and had constructed a matrix of County Cost Participation Policies. He <br />also indicated that he had prepared an example utilizing CR 40 and CR 44 to <br />determine the City's share of project costs under the various County Cost <br />Participation Policies. The difference between the CR 40 and CR 44 hypothetical <br />examples is that there is substantial right-of-way acquisition in the CR 40 project. <br />Terry indicated that Sherburne County's policy is least favorite of the County <br />policies looked at for urban designs with land acquisition needed. The three <br />main areas where Terry indicated Sherburne County's policy seems to be the <br />most restrictive of all the County policies looked at is right-of-way, storm sewer, <br />and concrete curb and gutter. <br /> <br />There was general discussion regarding the County's policy relative to urban <br />versus rural design roadways. There was general consensus that the County <br />and City would continue to work together and discuss these issues on the next <br />urban design project undertaken within the City.
