PROJECT UNDERSTANDING <br /> The City of Elk River is seeking consulting services to lead,coordinate and collaborate with <br /> staff on the phase one expansion of Rivers Edge Commons Park in downtown Elk River. <br /> The project represents the next step in the evolution of the highly successful downtown <br /> park,and is being driven in part by the desire,identified in the recent System Plan,to <br /> improve the community connection to the riverfront and the continued growth of the <br /> summer concert series. The concerts have grown in popularity over the years,with crowds <br /> commonly exceeding 1,000 people. The project intends to provide additional concert <br /> seating while simultaneously making improvements to deteriorating retaining walls and <br /> storm-water systems in the park area. <br /> The phase one improvements are being directed by a recently adopted park concept plan <br /> that explored how the expansion of the park could be implemented through a series of <br /> phases. Future phases will include additional park features including a shelter,expanded - <br /> trails along the river,and potential docking facilities at the rivers edge. This phase one <br /> project needs to carefully consider the future phases,so that the park can grow over time in <br /> the most efficient means possible,and with the least amount of disturbance to the popular .2 ; <br /> park. <br /> HKGi has a long history with the City of Elk River related to the design and implementation <br /> of Rivers Edge Commons Park,including the initial exploration of design ideas with City of <br /> staff that incorporated the amphitheater,plaza spaces and water features that have all <br /> turned out to be a huge success for Elk River residents and visitors.
