ELK RIVER ARENA <br />ELK RIVER, MN 55330 <br />(763) 441 - 2956 <br /> Fax (763) 241 - 9432 <br /> <br />To: Mayor and City Council <br /> <br />From: Rich Czech, Arena Manager <br /> <br />Date: May 22, 2000 <br /> <br />Subject: Dance at the Arena, <br /> <br />I have recta promoter to hold a dance on Friday, June 23~ at the <br />Arena from 9:00pm - 6:00am. ~The name of the promoter is "My Family" which is based <br />out of the T,~n Cities. They oarry a $500,000.00 liability insurance policy and would <br />provide 10 - 12 s-e'curitypeople. I haVe also talked with Tom Zerwas, Elk River Chief of <br />Police, regarding having Officers at the dance. Tom suggested that four Officers be at the <br />dance, and that he would be able to accommodate this with enough notice. Cliff <br />Skogstad, Elk River Building Official, has indicated to me that the Barn (the old part of <br />the b:.-ilding) could accommodate a crowd of 1,500 participants.' <br /> <br />The promoter himself is relatively new. Wak-ota Arena, located in South St. Paul, has had <br />four dances with this promoter, they have experienced minimal problems and are planning <br />on having them back. The biggest problem that I see for our Arena is the noise level. We <br />would need to constantly monitor the noise level outside to make sure our neighbors are <br />not effected by it. If the noise level could not be controlled the dance would then be shut <br />down. I have told the promoter that this could be a possibility and that he should visit the <br />Arena to see if it is feasible for him to hold the dance at the Arena. He is receptive to this <br />idea, and is planing on visiting the Arena in the near future. <br /> <br />The ages that attend these types of dances ranges from 17 -'24 years of age and are not <br />allowed to reenter once they leave the event. The Erg.River Officers would check <br />everyone for alcohol, drugs, and weapons as they enter the Arena. Il'any of the above <br />were found, they would not be allowed in and charges could possibly be pressed. <br /> <br />I have been told that the music that is played is called Technical or House Music, which <br />does not have a lot of lyrics and is some what of a Rap / Hip - Hop (Disco) combination. <br />From what I understand from the promoter and other rink managers that have held these <br />types of events, a minimum amount ofmoshing does occur, however for the most part <br />participants usually dance in pairs or small groups. <br /> <br />The Arena rental is $1800100 plus expenses (expenses would include Officers, staff, and <br />clean up). We would require a $500.00 deposit before the dance that would not be <br />refunded if the promoter cancelled the dance. During the dance, this $500.00 would be <br /> <br /> <br />
