That § 58-31, "Defi- nitions" of the City of Elk River Code of Ordinances shall be amended to add the following definition: Door -side S rvice means the hauler provides cart collection ser- yicea_ from near their. remises for those elderly and disabled custom- ers determined unable to maneuver carts to the end of the driveway. SECTION 2. That § 58-37, "Containers" of the City of Elk River Code of Ordinances shall be amended to read as follows: (d) Placement for collection. Where an alley open to traffic is available, each container for prem- ises abutting the alley shall be placed at the rear of the property next to the alley. Where no alley ex- ists, the container shall be placed near the rear door of the building to which it relates and shall be placed at the front property line for collec- tion, but it shall not be so placed before 7:00 p.m, the night before collection and shall be removed by 7:00 p.m. the day of collection.
