"ity of <br /> <br />iver <br /> <br />MEMORANDUM <br /> <br />Item #4.5. <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor & City Council <br />Pat Klaers, C~~S~rator <br /> <br />May 8, 2000 <br /> <br />City Engineer Update <br /> <br />As the agenda is fairly light, I requested that the city engineer attend this meeting so that <br />we could have a discussion on the status of the east Elk River project now that the <br />construction season is in full bloom. The railroad has begun work on its new crossing at <br />171st Avenue and the curb and gutter for Tyler Street is currently being poured. As an <br />aside, Terry thinks that by the time the MnDOT tour takes place on Wednesday, May 24, <br />we will be able to drive on Tyler Street although it will not be blacktopped. Other recent <br />activities in this area include work at the Wal-Mart and Home Depot sites and the <br />associated truck traffic onto County Road 12, which has generated some attention and <br />some concern. Plans are being reviewed for the County Road 12 project and it is still <br />expected that this construction project will happen later in the summer. Development in <br />the Trott Brook Farms residential project continues (the final plat for phases 5 and 6 is <br />going to the council on 5/15) and new home permits are being issued weekly. Plans are <br />being finalized for the Main Street/Highway 169 improvements associated with the <br />development project, and when this happens, the city also plans to overlay East Main <br />Street to the Legion area. A final update on this east Elk River project relates to a <br />MnDOT/Northstar Corridor meeting in the morning of Monday 5/8 to discuss the Park <br />and Ride facility at the proposed Northstar Corridor Depot site. <br /> <br />While most of the construction activity in the city is going to be in the east Elk River <br />project area, the other main improvement project under consideration for 2000 is the <br />Business Center Drive/Highway 10 proposal. This project is being reviewed by MnDOT <br />and the updated feasibility study is still being worked on. The city has received a plat for <br />all of the Wilson property and this identifies the easement location across the Wilson <br />property for the trunk utilities. The plat is scheduled to go the Planning Commission in <br />May and the City Council in June. Improvement hearings and assessment public hearings <br />will be scheduled shortly thereafter. <br /> <br />No other projects of significance are on the horizon for 2000. The city still has not <br />received the petition for the improvement of the south part of Dodge Avenue, and I think <br />Phil Hals is going to be proposing a very modest overlay assessment program this year <br />and it is even possible that this may be delayed until 2001. <br /> <br />13065 Orono Parkway * P.O.
