The general consensus of the
Anoka City Council is that participation in the Coalition would be valuable to the city, but they
did want me to share a few concerns regarding the proposed agreement.

First, Anoka's Public Works Director has reviewed the possibility of adding a third lane on
TH10 through Anoka, but from approximately Seventh Avenue on, there is not enough room
without relocating a number of long-time businesses and residences. Second, Article IX
regarding the budget, which outlines a formula for dividing out expenses of the organization
does not contain an estimated budget for the organization for 2000 and/or 2001. Is there any
estimated listing of possible revenues and expenditures? Third, as to Article X, Administrator,
it would be the preference of the Anoka City Council to delete this article. I might add that the
Joint Powers Agreement establishing the Northstar Corridor Development Authority might
serve as a useful model for language related to the above concerns. Since Coon Rapids is
already a member of the Authority, perhaps you already have a copy and can review it.

Jerry, please let me know if you would like to discuss these comments further.

On behalf of the
Anoka City Council,

Mark Nagel
City Manager

(Mark 2000\Splinter CR TH10 Coalition)

-- AN EQUAL OPPORTUNITY EMPLOYER --
