The HRA discussed the development agreement issues in length and <br /> concurred that the project should include both the Jackson and Bluff Block <br /> developments and that provisions must be made in the development agreement to <br /> ensure both developments occur. <br /> February HRA extends Preliminary Redevelopment Agreement with MetroPlains until April 5, <br /> 2004. Staff presents findings and recommendations from one-to-one meetings with <br /> business and property owners regarding project issues and parking options. <br /> March HRA holds special joint meeting with the City Council regarding the project history <br /> and development agreement issues. The consensus of the Council and HRA was <br /> that the two projects (Bluff Block and Jackson Block) should both occur. <br /> April City receives MN Department of Employment and Economic Development <br /> (DEED) Small Cities Development Program (SCDP) grant for funding in the <br /> amount of$400,000 toward the proposed new housing construction for the Jackson <br /> Block. <br /> MetroPlains receives a portion of their second round tax credit request from MN <br /> Housing Finance Agency for the Jackson Block housing. <br /> May HRA approves key points to be included in a final Development Agreement with <br /> MetroPlains Development, LLC. <br /> June 6th edition of Downtown Revitalization Q &A Newsletter distributed via Elk River <br /> Star News insert. <br /> July MetroPlains closes on purchase agreement of 641 Main Street (Richard Hinrichs) <br /> property. The relocation advisor begins contact with many of the downtown <br /> property owners and tenants. <br /> HRA adopts a.resolution requesting that the City Council schedule a public hearing <br /> on the proposed TIF Plan for the project. City Council adopts a resolution calling <br /> for a public hearing on the TIF Plan for September 20, 2004. <br /> August Staff continues to meet regularly with MetroPlains and Ehlers to discuss ongoing <br /> project issues. A master timetable is prepared and distributed to the HRA. Planning <br /> Commission adopts a resolution that the TIF Plan is consistent with the general <br /> plans of the City. <br /> September Ehlers presents TIF No. 22 Plan summary to HRA. HRA recommendation to City <br /> Council on TIF Plan is postponed due to adding 4 new parcels to the TIF District. • <br />
