C. Responsibility for Notification <br /> For any Level Emergency, the observer is responsible to activate the flowchart by <br /> contacting the Sherburne County Sheriffs Communications Division (911). The <br /> Sherburne County Sheriff's Communications Division will make the determination as to <br /> the level of the emergency. <br /> For a Level 1 or Level 2 Emergency situation, the Sherburne County Sheriff's <br /> Communications Division is responsible for contacting Elk River Municipal Utilities, the <br /> Elk River Police Department, and the Elk River Fire Department. The Elk River Police <br /> Department shall ensure that downstream residents receive notification in the case of a <br /> Level 1 Emergency situation. Communication will be achieved by phone, or by door-to- <br /> door notification. The Elk River Fire and Police Departments will activate the Elk River <br /> Emergency Operations Center. <br /> Elk River Municipal Utilities is authorized to contact all other state and local officials as <br /> necessary, including (but not limited to): the National Weather Service, the Minnesota <br /> Department of Natural Resources, the Elk River Public Works Department, and the Elk <br /> River City Administrator. If a situation arose in which Elk River Municipal Utilities could <br /> not be reached, authority to contact all other state and local officials would fall to Elk <br /> River Police and Fire Departments. <br /> The National Weather Service (Twin Cities, MN Weather Forecast Office) shall issue <br /> flood warnings in the case of a Level 1 or Level 2 Emergency. <br /> D. Responsibility for Evacuation <br /> In case of a Level 1 Emergency, the Elk River Police Department is responsible for <br /> evacuation of downstream Elk River residents, and the Wright County Sheriff's Office is <br /> responsible for evacuation of downstream Otsego residents. Although the list of <br /> residents that fall within the theoretical inundation area will be updated regularly by the <br /> EAP coordinator, it could possibly be incomplete at any future time. Evacuation should, <br /> therefore, include all residents within or near the inundated areas (shown on the map in <br /> Section VII) and not exclusively the residents on the notification flowchart. <br /> E. Responsibility for Duration, Security, Termination, and Follow-Up <br /> Elk River Municipal Utilities will be responsible for on-site monitoring of the situation at <br /> the dam and keeping local authorities informed of developing conditions at the dam <br /> from the time that the emergency starts until the emergency has been terminated. In <br /> the case of a Level 1 or Level 2 Emergency, assistance may be requested of the DNR <br /> for expert supervision and monitoring of a situation. <br /> During a Level 1 or Level 2 Emergency, access to the dam shall be restricted by means <br /> of temporary barriers and fencing. <br /> A Level 1 or Level 2 Emergency at the Elk River Dam will not be terminated until <br /> inspected by a qualified engineer, and the DNR State Dam Safety Engineer has been <br /> 169 <br />
