Pre-application:(Attadrm 1)All interested applicants will be required to complete the GO <br /> Planning and CapacityBuilding Pre-application. Pre-applications will be due on December 15, <br /> 2004. <br /> 2. Pre-Application Review:GMHF staff and the GO Selection Committee will review the pre- <br /> applications and determine which community(ies) best meet the criteria for the GO Pilot Program. <br /> 3. Full Application: Communities invited to submit a formal Planning and Capacity Building <br /> Application will be notified by January 7,2005. The full application will be due on February 4, <br /> 2005,and will consist of the following components: <br /> a. Community's GO goals <br /> b. Resolution of Support for program participation from elected bodies <br /> c. Letters from community stakeholders expressing support for program participation <br /> d. Description of current political pressures and challenges related to growth management and <br /> affordable housing development <br /> e. Description of current development patterns and potential model project sites <br /> f. Assessment of staff needs for Phase 2 of the GO Program <br /> • g.
