Box 490 <br />Elk River, MN 55330-1900 <br /> <br />RE: AMENDMENT TO WESTERN AREA PHASE IV FEASIBILITY STUDY <br /> <br />Dear Council Members: <br /> <br />At a recent City Council meeting, the Council discussed the appropriateness of the water and <br />street improvements proposed north of TH 10 in the Western Area Feasibility Study. At that <br />time, the discussion was that it may be more appropriate to loop the watermain through the <br />Stewart Wilson property and not do the proposed improvements to the north frontage road <br />including watermain looping. Since that time, City staff has had several discussions regarding <br />this, some of which included Mr. Wilson. At this time, we would suggest that, if the Council <br />wants to proceed with this approach, the Council consider adopting the attached resolution <br />which would authorize an amendment to the Western Area Feasibility Study involving the <br />deletion of the proposed water looping and street improvements of the north frontage road and <br />the addition of trunk sanitary sewer and watermain across the Stewart Wilson property. These <br />improvements will, of course, change the total project cost and also the properties proposed to <br />be assessed. <br /> <br />As you are aware, this project includes cooperative agreement monies from the Minnesota <br />Department of Transportation. We are proceeding with the review of that portion of the plans by <br />Mn/DOT and the preparation of the cooperative agreement. This amendment to the feasibility <br />study will require additional public hearings followed by assessment hearings. We believe that it <br />will be possible for these additional hearings to be held once the feasibility is amended and <br />while the new improvements "catch up" with the Mn/DOT funded portion of the project due to <br />the length of time that Mn/DOT will require for preparing the cooperative agreement. <br /> <br />If you have any questions regarding this information, please call. <br /> <br />Sincerely, <br /> <br />Howard R.
