I <br /> • Report on Building Condition <br /> Building ID/Business Name/Address: Anartments/Nadean's Dry Cleaners 58-1 <br /> Satisfies Conditions Test for Structurally Substandard Building: Y <br /> Satisfies Code Test for Structurally Substandard Building: N <br /> Structurally Substandard Building(Y/N): <br /> Conditions Test <br /> Under the tax increment law,specifically,Minnesota Statutes,Section 469.174,Subdivision 10,a building <br /> is structurally substandard if it contains"defects in structural elements or a combination of deficiencies <br /> in essential utilities and facilities,light and ventilation,fire protection including adequate egress,layout and <br /> condition of interior partitions,or similar factors,which defects or deficiencies are of sufficient total <br /> significance to justify substantial renovation or clearance." <br /> The above building,based upon actual interior and exterior inspection and review of building permit <br /> records,exhibits the following deficiencies that in our professional opinion contribute to justifying <br /> substantial renovation or clearance: <br /> Essential Utilities&Facilities <br /> • Deficient in facilities for disabled:lack of designated disability parking available;lack of <br /> maneuvering clearance at entrance;lack of maneuvering clearance and accessible hardware at <br /> interior doors;lack of maneuvering clearance and accessible features at toilet rooms <br /> MO • Accessible public toilets required on accessible route(first floor) <br /> Light&Ventilation <br /> • Deficient in meeting Mechanical code: for building construction prior to 1989,mechanical <br /> systems do not provide sufficient number of air exchanges <br /> • Toilet room not provided with means of natural or mechanical ventilation <br /> Fire Protection/Egress <br /> • Fire rated floor/ceiling/wall assembly required between occupancy types <br /> • Deficient exterior stairway: deficient rise/run;deficient handrail extensions;deficient <br /> guardrail construction <br /> • Deficient emergency egress: lack of bedroom emergency egress windows <br /> • Deficient exterior door: deficient threshold height;insufficient door landing area <br /> • Deficient egress corridor construction:insufficient corridor clear width;corridors exceed <br /> maximum allowable length for dead-end <br /> • Deficient interior stairway:insufficient stair clear width;insufficient stair landing area; <br /> insufficient stair headroom clearance;additional handrails required;deficient handrail height, <br /> grip,and extensions;lack of continuous handrails <br /> • Lack of smoke detector/detection system each bedroom <br /> Layout/Condition of Interior Partitions <br /> • Majority of ceiling and walls in laundromat unfinished or in poor condition <br /> Similar Factors <br /> • Defects in exterior building shell: wood siding and trim generally in need of paint;siding not <br /> 100%secure to sheathing(bowing off of building on north and east walls;siding <br /> rotting/damaged by moisture at grade and wood fascia rotting in various locations <br /> Code Test <br /> • Notwithstanding the foregoing,the tax increment law also provides that a building may not be considered <br /> structurally substandard if it is in compliance with the building code applicable to new buildings or could <br /> I <br /> I <br />
