j
Elk = - Request for Action
River
To Item Number
Mayor and City Council 7.4
Agenda Section Meeting Date Prepared by
Public Hearin liune 15, 2015 Zack Carlton,Planner I
Item Description Reviewed by
Rezone Certain Property Owned by Sherburne Cal Portner, City Administrator
County from R-1c to Business Park Reviewed by
Action Requested
Open and continue the public hearing until the July 20, 2015, City Council meeting.
Background/Discussion
Case No. ZC 15-04
City and county staff have been working together to position county property adjacent to the Sherburne
County Government Center for a data center. As part of that discussion, a portion of county property
must be rezoned from Residential (R-1c) to Business Park (BP).
The zoning district boundary is irregular in this area and adjusting the line to correspond to streets and
property lines is desired. The attached map shows BP in purple and R-1c in green. At the conclusion of
the process, the red area will be rezoned to Business Park, and the yellow area would be rezoned to R-1c.
Access for a data center would come from a new road, as an extension of Rawlings Street.
A rezoning, if approved, would not impact the operations of the county facility.
Staff also identified the need to amend the land use to reflect the change in zoning. The property is
currently guided for Public/Institutional,which does not support industrial uses and zoning.
Staff is requesting that the City Council open and continue the public hearing to July 20, 2015, at which
time the associated Land Use Amendment will be brought forward for review. The delay ensures the
zone change matches the underlying land use and is consistent with the standards applied to all zone
change applications.
Planning Commission
The Planning Commission had no concerns and continued the public hearing to their June 23, 2015,
meeting.
Public Hearing
During the public hearing a neighbor asked for clarification about future development plans. Specifically,
Is the county property currently planned for residential development?Staff stated that no specific projects are
identified, but that the change in zoning paves the way for a data center near the current ones.
P0WIeEa 0
Template Updated 4/14 INAWRE1
