The software has a number of key applications for commercial, <br /> government, military, and personal use. <br /> In September, the EDA welcomed a new Incubator tenant, Lap2 Technology <br /> Corporation. Lap2 is a developer of high-end, integrated web server and data <br /> management software suites targeted to specific businesses, consumers, and <br /> organizations. The software suites standardize web and data management functions, which <br /> today are realized only through the use of outside consultants and custom-built, one-off <br /> web sites and databases. <br /> In 2003 staff continued to maintain a close relationship with incubator graduate, Cymbet <br /> Corporation for their anticipated expansion project in Elk River. <br /> HOUSING & REDEVELOPMENT AUTHOIUTY <br /> Housing Work Plan <br /> A Housing Work Plan was developed in early 2003 to gather information and examples of <br /> housing programs and partnership possibilities. The following presentations occurred <br /> each month to accomplish this goal: <br /> • Minnesota Housing Finance Agency <br /> • • City of Fridley <br /> • St. Cloud HRA <br /> • Central MN Housing Partnership <br /> • Tri-CAP <br /> • Habitat for Humanity <br /> • Housing stock inventory/analysis of Elk River presented by the Planning <br /> Department <br /> • Informal/non-scientific survey of Elk River manufacturers and retail/service <br /> businesses regarding housing availability and affordability issues. <br /> Downtown Revitalization Project <br /> In late 2001 the HRA developed goals and objectives for the Downtown Revitalization <br /> Project. The goal of the project is to enhance downtown Elk River as a vibrant retail, <br /> commercial and residential area and revitalize private investment downtown. Objectives <br /> of the project include retaining the traditional character of downtown, better utilize the <br /> riverfront, ensure safe pedestrian and vehicle movement, and provide sufficient parking. <br /> Following a request for proposals and interview process the HRA selected MetroPlains <br /> Development as the project developer in August 2002 and entered into a preliminary <br /> redevelopment agreement together. <br /> In early 2003 the HRA held a joint meeting with the Heritage Preservation Commission <br /> regarding recommendations of local historic significance in the downtown area. While <br /> the HPC noted many of the buildings in the downtown are of local historic significance, <br /> • the HRA directed the developer and staff to proceed with the original proposal area— <br /> including the west Brick Block(east King Avenue and the northeast corner of King and <br />
