The class consisted of <br /> sophomores,juniors and seniors, some of which had taken more community development <br /> classes than others. This particular Downtown Development class had met five times (a <br /> three-hour class once a week) prior to the Elk River field trip. <br /> Prior to staff's guided tour of Downtown and the panel discussion consisting of staff,Kurt <br /> Kragness of the HPC,Vern Hanson of MetroPlains, and Wendy Simenson of Rivers Edge, <br /> the students explored Downtown with a partner and were instructed by their professor, Dr. <br /> Kent Robertson, to evaluate Downtown in general terms. <br /> Issue <br /> At its October meeting, the HRA requested that staff provide a summary of comments <br /> made by the students during the panel discussion. <br /> Summary of Student Comments <br /> Strengths <br /> • Kemper's neon sign <br /> • Pedestrian friendly atmosphere <br /> • Sidewalks & flowers <br /> • Rear and sides of buildings are in good shape <br /> • Outdoor seating <br /> • Murals <br /> • Distinct shops (no franchises) <br />
