Tool Kit
The toolkit contains standards and guidelines to guide evaluation of new projects and initiatives and help with decision
making system -wide and on a case by case basis. The toolkit includes:
• Parks and Recreation Delivery Guidelines
• Park Classifications and Standards
• Level of Service Analysis
• Funding Sources
• Measuring Progress
Parks and Recreation Delivery Guidelines
The following guidelines provide direction regarding the public and geographic access to recreation activities within the
City of Elk River. The delivery levels range from regional parks to neighborhood scale parks and define the expectations
for the quantity and general location of a particular facility. For example, cross country skiing at Woodland Trails and
tournaments at the Youth Athletic Complex have a regional draw, while children's play equipment and open grass play
space should be accessible at a neighborhood level.
The first consideration when thinking about delivery of parks and recreation activities should always be the need,
appropriateness, and current availability of such activities. The second consideration should be the infrastructure
needed (field, court, etc.) for the activity to occur. In some cases the physical facilities and programs needed for the
activity may be best delivered, modified or created by the city, but in other cases, may be best delivered by service
providers alone or in partnership with the city. Examples include the Y and Community Education.
Table 6.3 Parks and Recreation Delivery Guidelines
Deli ve Recreati ELadM Trails
Level Focus
Mountain biking,
Regional parks, Great Northern
single parks
Regional Single Purpose, cross country with unique Trail, Mississippi City wide and
Destination , Group, &Team skiing, biathlon, facilities River Trail, Trails
Recreation tournament level within Regional Regional
athletic complexes athletic Parks
complexes
Destination
playgrounds, Trails connecting
softball /baseball Signature Parks, destinations
Family, Youth, pinwheels, large Community (schools,
Community Group, & Team group picnic Parks, Athletic downtown, City wide
Recreation shelters, trails, Complexes rivers, parks),
,
multi -use fields, Trails within
swimming, community Parks
recreation buildings
Family, Youth,
Childreris play Local, Walkable
equipment,
Senior, & Neighborhood neighborhood distance, not
Neighborhood Individual informal turf play Parks trails and more than 1/2
space, informal
Recreation sidewalks mile
picnicking
.. ........................................................ ...............................
75 City of Elk River - Parks and Recreation Master Plan
