Parks&Recreation Commission Minutes Page 3 <br /> • April 8,2015 <br /> Mr. Hecker explained that the cost will be broken down into different areas once the <br /> concept plan is approved. <br /> Commissioner Anderson clarified that commission will approve the concept plan <br /> and not the funding at this time. <br /> Mr. Hecker explained that the dock is included in the concept plan due to council <br /> request last July. <br /> Commissioner Anderson asked if the electrical will be moved. <br /> Mr. Hecker stated that the plan shows it as consolidated and other options <br /> Commissioner Niziolek stated he had conversations with community members who <br /> felt it should be done right and phase it in adding that moving the utilities would be <br /> the best choice. <br /> Commissioner Kallemeyn asked if there is any new lighting in the newly expanded <br /> area. <br /> Mr. Hecker will check into lighting for the new side. <br /> Council member Wagner shared that she would need more information regarding <br /> the cost and time it would take to move the utilities. Stating that she's not in favor <br /> of moving the utilities due to how it will affect the downtown businesses. <br /> Commissioner Niziolek suggested phasing in the plan and emphasizing native prairie <br /> plantings on the river's edge. <br /> Moved by Commissioner Niziolek and seconded by Commissioner Sagan to <br /> accept the River's Edge Commons Park Concept plan emphasizing the <br /> movement of the utilities and planting native prairie planting along the river's <br /> edge. Motion carried 6-0. <br /> Commissioner Sagan withdrew his second. <br /> Commissioner Anderson asked if the dock could be a separate part of the plan. <br /> Moved by Commissioner Niziolek and seconded by Commissioner Sagan to <br /> accept the River's Edge Commons Park Concept plan emphasizing the <br /> movement of the utilities and planting native prairie planting along the river's <br /> edge and to consider Commissioner members concerns regarding the <br /> installation of a dock.
