The Council wanted the Land Use Amendment to be reviewed by the Planning Commission <br />before they made any final decisions. The Council would then act on all three applications at once. <br />The Council provided direction to the applicant regarding design standards, landscaping, and paving, and <br />was in favor of the project as proposed to the Planning Commission. <br />Background /Discussion <br />The applicant proposes to amend the land use from Focused Area Study (FAST) to Industrial. <br />Focused Area Study <br />The FAST is the area immediately adjacent to the commuter rail station at 1715` Ave and Twin Lakes <br />Road. The study, completed in 2010, represented an intense collaborative effort between the City and the <br />property owners and stakeholders in the region. The study identified the changing traffic patterns and <br />how they affect business and land uses in the area, as well as provided alternative uses as these patterns <br />continue to evolve over time. <br />Industrial <br />Historically Elk River has enjoyed a diverse and strong industrial base. This base thrives with a regionally <br />recognized labor force and business friendly posture. Industrial uses provide a wide variety of benefits, <br />including employment and daytime population. Daytime population helps entice services, including a <br />greater variety of services. <br />Light Industrial <br />The Light Industrial category includes industrial uses that are lower in intensity of activity. These uses <br />limit the potential for adverse impacts on adjacent land uses due to factors such as noise and odor. <br />P0WFERE0 Br <br />A f U R <br />
