Chapter 1: Introduction 4 <br />IN <br />T <br />R <br />O <br />D <br />U <br />C <br />T <br />I <br />O <br />N <br />Related Planning Efforts <br />The following planning efforts influenced the development of the Elk River Parks <br />and Recreation Master Plan. <br />Comprehensive Plan <br />The City of Elk River’s Comprehensive Plan was updated in 2013-2014. <br />The Comprehensive Plan brings together land use, transportation, housing, <br />environmental resources, parks, trails, open space, community facilities, <br />community development, and community image into a comprehensive long <br />range plan. This Parks and Recreation Master Plan has been informed by and <br />coordinated with the overall plan for the city so that parks, trails, recreation <br />facilities, and open space are located where they have the most benefit to residents <br />and preservation of environmental resources. <br />The Parks, Trails, and Open Space chapter outlines priorities and guiding principles <br />for parks, trails, recreation, and open space. It emphasizes the importance of <br />balancing resources, taking care of the existing system, taking care of youth, and <br />providing for long-term growth in the northern part of Elk River. This Parks and <br />Recreation Master Plan supports and adds detail to the Comprehensive Plan. As <br />stated in the Parks, Trails, and Open Space Chapter of the Comprehensive Plan, <br />it is intended that chapter will be updated based on the recommendations of this <br />plan. <br />Facilities Research/Plan <br />The city is currently undergoing a facilities study, which will be completed in <br />2015. This study examines the future role and location of buildings in the park <br />and recreation system, including the Arena, the Lions Park Center, and the <br />Activity Center (55+). The findings of this study will have potential impacts <br />on the park system, especially if the study recommends reconstructed and <br />relocated facilities. The study will also affect and improve long-term recreation <br />programming outcomes. <br />Elk River Wayfinding Plan <br />Parks are included in the 2015 Elk River Wayfinding Plan, a city-wide effort to <br />provide better signage and directional information to and within the community. <br />A goal of the wayfinding plan is to connect residents and visitors to parks, <br />facilities, and places of interest and commerce. <br />Natural Resources Inventory/Greenways <br />In 2004, the city completed the Elk River Natural Resources Inventory (NRI), <br />which identified areas of high environmental quality and importance. This <br />inventory should be used to identify the potential for the greenway and habitat <br />connections and corridors outlined in this master plan. <br />In addition to habitat corridor, the NRI should be used for the preservation of <br />properties through activities of the city or encouraging private owners to utilize <br />easements to preserve landscape.
