Council Adopted May 18, 2015 <br />  <br /> <br /> <br />Independence Day Fireworks Policy <br /> <br /> <br /> <br />Policy Statement <br /> <br />The City of Elk River City Council states its intention to provide funding for a fireworks display in <br />conjunction with Independence Day through the annual budget process. The display shall be presented for <br />viewing at or near Lion John Weicht Park unless actions are set forth in accordance with this policy. <br /> <br />Purpose <br />This policy outlines the actions required and the expectations set by the Elk River City Council with regard <br />to the annual Independence Day fireworks display. <br /> <br />Policy <br /> <br />A. Annually, the City Council will consider a budget that includes a taxpayer-supported Independence <br />Day fireworks display at Lion John Weicht Park. <br /> <br />B. The budget shall provide for: <br />a. Insurance <br />b. Lion John Weicht Park site set up. <br />c. Portable toilets. <br />d. Refuse containers at Lion John Weicht Park. <br />e. Police department support (traffic/safety). <br />f. Fire watch. <br /> <br />C. The budget shall not provide for: <br />a. Offsite cleanup of non-city property. <br />b. Transient vendor (food, beverage, or product) sales support. <br />c. Event-day cleanup or support. <br /> <br />D. The City of Elk River will establish a contract with a third party vendor to perform a fireworks <br />display on Independence Day. <br /> <br />E. If a local group or organization wishes to host the annual Independence Day Fireworks Display at <br />another venue within the City of Elk River, the following shall occur: <br /> <br />a. A Letter of Intent to host the annual display shall be submitted, in writing, to the Office of <br />the City of Elk River City Clerk on or before October 1 of the preceding year. <br />b. The host group or organization shall raise or otherwise acquire ten thousand dollars <br />($10,000) or the amount estimated by city administration to offset additional costs of moving <br />the event including, but not limited, to traffic control, refuse, sanitation, and security, and <br />remit the payment to the Office of the City Clerk on or before May 1 of the event year. <br />c. The host group or organization shall be responsible for all required event permits, including <br />a Special Event Permit through the Office of the City Clerk. <br />
