Resolution 81-58 <br /> Page Two <br /> Sub. B. Meetings <br /> There shall be no fixed meeting schedule for the government advisory <br /> committee. The committee shall meet as the membership deems such meet- <br /> ing is necessary on a schedule to be determined by the advisory committee. <br /> Meetings of the committee shall be called by the chairman with a minimum <br /> of three (3) days notice to each committee member and a posted notice on <br /> the City Hall door. <br /> Section 4. Powers and Duties of the Committee <br /> a. The committee shall review the function, structure, reporting relation- <br /> ships, and organization of the following public bodies and advise the City <br /> Council whether or not any changes are desireable in these bodies to in- <br /> crease the effectiveness and efficiency of the Elk River City government. <br /> I. Board of Adjustment <br /> II. Housing and Redevelopmnet Authority <br /> III. Library Board <br /> IV. Planning Commission <br /> V. Recreation Board <br /> • VI. Utility Commission <br /> VII. Mayor and City Council <br /> The committee shall further review the need for new advisory boards and <br /> commissions other than those previously listed and advise the City Council <br /> of such need and the recommended structure, reporting relationship, and or- <br /> ganization of any other boards or commissions suggested. <br /> b. The committee shall review the City's operating departments and advise the <br /> City Council of any changes necessary in reporting relationships or other <br /> related organization structure items. <br /> c. The committee shall review the City of Elk River form of government and <br /> evaluate other forms of government and recommend to the City Council the <br /> most appropriate form of government for the City of Elk River. <br /> d. In the committee's review of the various facets of the Elk River government, <br /> it is not the function of the advisory committee to evaluate the performance <br /> of any particular individual whether elected or appointed. The committee's <br /> sole function will be to review the function and structure and organization <br /> of the appropriate boards, commissions, and staff positions within the City <br /> of Elk River and not individuals specifically working in any of the segments <br /> of government under review. <br /> fite. The committee will have no specific authority to enter into contracts or any <br /> other binding obligations upon the City of Elk River in order to establish <br /> other sub-committees without the specific approval and direction of the Elk <br /> River City Council. <br />
