Memo to the City Council/CU 00-7 <br />April 17, 2000 <br />Page 3 <br /> <br />Pedestrian Circulation <br /> <br />TCF will be installing a sidewalk on the west side of the private drive to the <br />Norwest Bank drive lane. This is consistent with the request by the <br />Planning Commission and the City Council in 1995. <br /> <br />Refuse Collection <br /> <br />A dumpster and recycling enclosure has been indicated on the site plan to be <br />constructed with materials to match the building. As indicated on the plans, <br />the dumpster enclosure is located adjacent the drive-up lanes near the <br />building with the doors facing Freeport Avenue. <br /> <br />Grading and Drainage <br /> <br />(See the attached Howard R. Green Memorandum) <br /> <br />Signs <br /> <br />TCF is proposing to have three wall signs and one freestanding monument <br />style sign. The proposed wall signs face Freeport Ave, Jackson Street, and <br />Highway 169. As proposed, the monument sign will be at the corner of <br />Freeport and the driveway to Norwest Bank. The signs conform to the PUD <br />sign regulations and will require a City of Elk River sign permit prior to <br />construction of the signs. <br /> <br />Landscaping and Screening <br /> <br />The landscape plan is similar to that approved in 1995, however there are <br />fewer trees and no berm separating the drive-up lanes from Freeport Avenue <br />as requested by the Police Department. <br /> <br />Staff recommends that the existing trees be protected during construction by <br />placing snow fencing around trees to be saved prior to any construction to <br />prevent grading, storage, or parking that might damage the trees. <br /> <br />ATM <br /> <br />The ATM is shown to be adjacent the first drive-thru lane. <br /> <br />Planning Commission Public Hearing <br /> <br />At the March 28th public hearing, no one from the public spoke for or against <br />this project.
