Subcontractor Technical Requirements. During the period of this Agreement, Subcontractor <br />agrees that it will maintain, at a minimum, the following performance and technical capabilities: <br />(a) Subcontractor shall maintain insurance(s) that meets or exceeds the City of Elk River <br />Insurance Requirements. Subcontractor shall provide evidence of coverage to the City at the <br />start of any contract award and will advise the city of any changes of coverage. Failure to do so <br />may be grounds for revocation of the Agreement. <br />(b) Subcontractor shall ensure that sufficient personnel are maintained and available for <br />Subcontractor to perform the house removal required by the scope of this Agreement. <br />Subcontractor Timeliness <br />The contract work to remove the house must be completed by September 30, 2015. <br />Evaluation of Proposal <br />All proposals received by the deadline will be evaluated by the City of Elk River staff and <br />consultants. In some instances, an interview may be a part of the evaluation process. City staff will <br />make recommendations to the City Council on the award of this contract. Factors upon which the <br />proposal will be judged include, but are not limited to, the following: <br />1. Anticipated cost of the services to be performed. <br />2. Qualifications, license, insurance of responder and associated personnel. <br />3. Similar work experience. <br />4. References. <br />Limitations <br />This Request for Proposal does not commit the City of Elk River to award a contract, to pay any <br />costs incurred in the preparation of the proposal to this request, or to enter into a contract for <br />services. The City of Elk River reserves the right to accept or reject any or all proposals received as a <br />result of this request, to negotiate with any qualified source, or to cancel in part or its entirety this <br />Request for Proposals if it is in the best interest of the city to do so. The City Council has final <br />approval of the contractor to complete the proposal. A recommendation from the staff to the City <br />Council will be made following review of the proposals. The city may require the responder selected <br />to provide additional information on their proposals as a result of direct negotiations. <br />RFP for farm house removal Page 2 <br />
