Elk River City Council Minutes Page 3 August 3, 1992 5.3. Tax Forfeited Property The City Administrator indicated that six properties have been pulled from the tax forfeiture roll and are being considered for purchase by the City. He indicated that staff is recommending the Council purchase two of the six parcels. Staff is recommending that the Council purchase Lot land is 1, Block 2, Ridgewood East Second Addition. The value of this parcel is $10,375 and the property would provide open space in a very dense residential area. The other parcel recommended for purchase is Outlot A in Belgium Acres. The City Administrator indicated that the purchase for price for this parcel of property is $558.00 and is being considered for an easement for any future road extension that would connect to new developments to the west. The City Council discussed the necessity for the purchasing of the Ridgewood East lot. Councilmember Dietz indicated he would not want to buy a piece of property if the City has no particular plans for the property. Councilmember Schuldt stated that there would be a good chance that the parcel of property in Ridgewood East would be made into some type of a play area or a small tot park in the future. The City Administrator indicated that the Ridgewood area is a multifamily neighborhood and it would be an appropriate area to have a park area for children. Also, the Administrator noted that this type of purchase for Park and Recreation reasons in dense residential areas has been done at least twice by the City in the past five years. COUNCILMEMBER SCHULDT MOVED TO PURCHASE LOT 1, BLOCK 2, RIDGEWOOD EAST SECOND ADDITION. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4 -1. Councilmember Dietz opposed. COUNCILMEMBER KROPUENSKE MOVED TO PURCHASE OUTLOT At BELGIAN ACRES. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5 -0. Councilmember Kropuenske questioned the possibility of the City purchasing Outlot A in Barrington Place. He indicated that the land is used as a drainage pond for the commercial development and at the present time is an eyesore and very visible to Highway 169. Councilmember Kropuenske was concerned that the area would continue to be an eyesore and that the conditions could worsen if nobody were responsible for maintenance of the area. The City Administrator indicated that he would check on whether the State is responsible for maintaining the area.
