Elk River City Council Minutes Page 3 <br />August 3, 1992 <br />5.3. Tax Forfeited Property <br />The City Administrator indicated that six properties have been pulled <br />from the tax forfeiture roll and are being considered for purchase by <br />the City. <br />He <br />indicated that <br />staff is recommending the Council purchase <br />two of the <br />six parcels. Staff <br />is recommending that <br />the Council <br />purchase Lot <br />land is <br />1, Block 2, Ridgewood <br />East Second Addition. <br />The value of <br />this parcel <br />is <br />$10,375 and the <br />property would provide open <br />space in a <br />very dense <br />residential area. <br />The other parcel recommended <br />for purchase <br />is Outlot A <br />in <br />Belgium Acres. <br />The City Administrator indicated that <br />the purchase <br />for <br />price for this <br />parcel of property is $558.00 <br />and is being <br />considered <br />for <br />an easement for <br />any future road extension <br />that would <br />connect to <br />new <br />developments <br />to <br />the <br />west. <br />The City Council discussed the necessity for the purchasing of the <br />Ridgewood East lot. Councilmember Dietz indicated he would not want to <br />buy a piece of property if the City has no particular plans for the <br />property. Councilmember Schuldt stated that there would be a good <br />chance that the parcel of property in Ridgewood East would be made into <br />some type of a play area or a small tot park in the future. The City <br />Administrator indicated that the Ridgewood area is a multifamily <br />neighborhood and it would be an appropriate area to have a park area <br />for children. Also, the Administrator noted that this type of purchase <br />for Park and Recreation reasons in dense residential areas has been <br />done at least twice by the City in the past five years. <br />COUNCILMEMBER SCHULDT MOVED TO PURCHASE LOT 1, BLOCK 2, RIDGEWOOD EAST <br />SECOND ADDITION. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE <br />MOTION CARRIED 4 -1. Councilmember Dietz opposed. <br />COUNCILMEMBER <br />KROPUENSKE MOVED <br />TO PURCHASE <br />OUTLOT At BELGIAN ACRES. <br />COUNCILMEMBER <br />HOLMGREN SECONDED <br />THE MOTION. THE <br />MOTION CARRIED 5 -0. <br />Councilmember Kropuenske questioned the <br />possibility <br />of <br />the <br />City <br />purchasing Outlot A in Barrington Place. <br />He indicated <br />that <br />the <br />land is <br />used as a drainage pond for the <br />commercial development <br />and at <br />the <br />present time is an eyesore <br />and very <br />visible to <br />Highway <br />169. <br />Councilmember Kropuenske was concerned <br />that <br />the area would <br />continue <br />to <br />be an eyesore and that the <br />conditions <br />could worsen <br />if nobody <br />were <br />responsible for maintenance of <br />the area. <br />The City <br />Administrator <br />indicated that he would check <br />on whether <br />the State is responsible <br />for <br />maintaining the area. <br />
