The City Council and City Administrator thought it was appropriate to purchase the property to <br /> provide some type of play area or tot park for children. It has been vacant since. <br /> The property is zoned R3 Townhouse/Multi Family Residential where mini-storage is not an allowed use <br /> but public parks are a permitted use. <br /> (b) Permitted uses.
