CIP - Community Facility <br />April 3, 2000 <br />Page 5 of 5 <br /> <br />On a different front, I think everyone knows that the 2001 Arts Alliance <br />organization is continuing to study how an arts facility can be constructed in Elk <br />River. The arts facility topic has been a major item of discussion at the last six to <br />eight meetings of the 2001 Arts Alliance. <br /> <br />Additionally, the VandenBerge pool has generated significant discussion since the <br />board rejected a funding proposal for repairs. In this regard, the Mayor has had a <br />meeting with the finance director, a school representative, and some concerned <br />citizens. Dr. Flannery has advised me that he expects a request of some type from <br />the school board to the communities at the April 11 School Board meeting. <br /> <br />Finally, and most recently, the financial problems with the Senior Center and <br />kitchen improvement project at the Guardian Angels complex was on the front page <br />of the Star News. <br /> <br />All of these recent events and issues may be making the affordable large meeting <br />room space project more difficult to pursue. These recent events are making it more <br />difficult to define exactly what is truly needed in the community versus what is just <br />desirable to have in the community. Also, the city needs to establish what its <br />responsibility is in some of these areas. Based on recent events, I need the council <br />to confirm whether or not staff should be pursuing large, multi-purpose meeting <br />room space at this time. <br /> <br />Recommendation <br /> <br />If we are still only looking at 1.) addressing the city's need for large, multi-purpose <br />meeting room space, 2.) if we should develop this space with the school or not, and <br />3.) if we do go with the school, should the project be at the City Hall complex or <br />not...then it is recommended that we request a proposal from Tushie Montgomery <br />Associates, Inc., on an hourly fee basis to facilitate the city programming process for <br />large meeting room space needs. <br /> <br />Attachments <br /> <br />· Three pages on space issues from Charlie Blesener from 1999 report/study <br />· 3/15/00 Civic Center Editorial <br />· 11/18/99 Chamber-Rotary Meeting Handout on Community Centers <br />· Community Center Material from Ron Wilkes <br /> <br />s: \council\cipfclty.doc <br /> <br /> <br />
