Zity of <br /> <br />River <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor & City Council <br /> <br />Pat Klaers, City Adm~~r <br /> <br />April 3, 2000 ~ <br />East Elk River <br /> <br />The east Elk River $12 million public improvement project continues to move <br />forward. Last year the sewer and water components of the project were approved <br />and the majority of this work is completed. Earlier this year, the street and storm <br />sewer components of the project were also approved and this work is scheduled to <br />move forward in 2000 with completion in 2001. <br /> <br />Now that the street and storm sewer bids have been approved, the total figures <br />are starting to come into focus. The actual final figures will not be realized for <br />another 18 months or so, but we are getting a better understanding as to the city's <br />financial participation into this project from our surface water management <br />(SWM) fund and municipal state aid (MSA) street fund. For the last few years it <br />has been clear that the sewer and water part of the project was in "pretty good <br />shape" based on assessments being levied and collected (although some <br />assessments are deferred), TIF funding for the lift station, and a city sewer <br />department and utility water department financial contribution into the project. <br />Likewise, for the last few years it has been clear that the street and storm sewer <br />component of the project required city participation. The city has received (or will <br />be receiving) federal funds for part of this project and will also be collecting as <br />much as possible/reasonable from the development projects for these <br />improvements. <br /> <br />Lots of growing cities like Elk River use future MSA funds for current MSA <br />projects. This approach is consistent with the past practice in Elk River and the <br />plan for the east Elk River project is, and has been, to use the MSA funds that will <br />be allocated to us for the next few years on this street and storm sewer project. <br />After this project and the Business Center Drive project, no MSA funds are <br />expected to be available until about 2004. The good news is that there are very <br />few MSA street projects on the schedule for the next few years and this was <br />anticipated when the east Elk River project was under consideration. The city will <br />be using about $2.2 million of MSA funds for this east Elk River project. <br /> <br />13065 Orono Parkway · P.O.
