'ity of

iver

M£MORANDLIM

*Item 3.5.*

TO:

FROM:

DATE:

SUBJECT:

Mayor and City Council

Gary Leirmoe, W.W.T.S. Chief Operator

March 28, 2000

Replacement of Grit Classifier

The Grit Classifier at the Sewage Treatment Plant was installed in 1977. The
realistic lifetime for equipment like this is 20 years. The function of the Grit
Classifier is removal of material, such as sand, fine gravel, etc. The plant will
not operate properly and will not stay in compliance long without grit removal.

The Treatment Plant was upgraded in 1994. At that time, replacement of the
Grit Classifier was discussed. It was determined at that time not to replace it,
as it was operating with no problems. It was noted at that time, that the Grit
Classifier was nearing the end of expected use. It was also determined that
replacement cost in the future would not increase substantially.

We've had to replace several components on the Classifier during this past
month. The machine was taken apart for inspection by plant personnel. It
appears to be at the end of its effective use and could fail at anytime. I've done
several modifications to it to try to extend the use of it. I've talked with Terry
Maurer about this problem. Kevin Newman, Wastewater Specialist from H. R.
Green, was at the plant on March 27. He agreed that the Grit Classifier shows
signs of failing.

The cost of replacement of the Grit Classifier should not exceed $100,000.00.
It could be substantially lower, depending upon the cost of installation. The
funding would come from the plant reserves, which are available and
designated for this type of major equipment replacement. I am requesting
permission to advertise for bids and to have the City Council consider the bids
on April 17, 2000. I've done research on the availability of a new Classifier
and the delivery time is 10-12 weeks.

13065 Orono Parkway · P.O.
