Currently, the ordinance allows issuance of two permits per
year, each for 15 days. Some business owners were concerned about the restrictive
nature of the current ordinance, especially with the tight labor market or "seasonal"
downturns in profitability. The City Council directed staff to research this issue further
and propose changes to the ordinance.

Analysis

Staff reviewed a number of sign ordinances from other communities prior to a
discussion of the issue with local business owners, the Chamber of Commerce and the
Planning Commission on February 8, 2000 (summary chart attached). Some
communities prohibit the use of temporary signs entirely while others allow up to 150
days per year (St. Cloud).

13065 Orono Parkway · P.O.
