. ^& <br /> AT <br /> lEETING OF THE ELK RIVER RECREATION BOARD <br /> HELD AT THE ELK RIVER CITY HALL CONFERENCE ROOM <br /> MARCH 1 . 1989 <br /> Members Present: Mike O' Brien , Chair; Dave Anderson , Clete <br /> Lipetzky, Todd Mixer, Rolfe Anderson , Barb <br /> Northway, Marilyn Van Patten <br /> 1 > Meeting called to order at 7:00 p.m. <br /> 2) Consideration of 3-1-89 Recreation Board Agenda <br /> Recreation Board Agenda was accepted as written , <br /> 3) Consideration of 2-7-89 Recreation Board minutes <br /> Board member Northway moved to approve board minutes as <br /> submitted . The motion was seconded by Dave Anderson . The <br /> motion carried 6-0. <br /> 4) Discussion of Park and Recreation priorities <br /> The board discussed the best possible way to establish a <br /> priority/wish list. It was agreed that each member would <br /> list their five top Park and Recreation concerns. Each <br /> board member in turn listed their five concerns and gave a <br /> brief explanation of why they thought they were important. <br /> After compiling a list of all the items, the board struggled <br /> with the question of how to prioritize or group the various <br /> suggestions . The question was finally resolved by compiling <br /> a general wish list and a second list detailing more <br /> specific ideas that the board would like to see achieved <br /> within a dcfinite time frame' Following is the prioritized <br /> wish list : <br /> I ) Land <br /> The board felt acquisition of land , and in particular, <br /> the Houlton farm, was vitally important as it is <br /> ideally suited for recreatjon fields , and if it were tn <br /> be developed it would no longer be available . <br /> use of a Lawccn Grar t sho'/lo be axp %ored to <br /> facilitate the purchase . <br /> B } � � s* �ns l ��ical t�'� Par� B�ard s�ould c� consui ta'� <br /> w�en new plats are being developed , as there ma/ be <br /> instances where land would be preferatle to the <br /> park dedication fee . <br /> II ) Comprehensive Plan <br /> It would be advantageous to have a comprehensive Park <br /> and Recreation plan so there could be an orderly <br /> progression toward long and short range goals. <br /> �� <br /> ��� III ) Addition of a Park/Recreation director to City staff <br /> =� It was the consensus that the City needs a <br /> Park/Recreation advocate on staff to help with <br />
