SUBMISSION OF PROPOSAL: <br /> All proposals must be received by the City prior to 5 : 00 <br /> p.m. , Friday, May 26, 1989 . <br /> VI . PROJECT COST AND COMPLETION DATE: <br /> It is estimated that the cost of this Park Master Plan need <br /> not approach, but shall not exceed, $10,000.00. The project <br /> shall be completed by six months from date of award by the <br /> City Council . <br /> VII . EVALUATION OF PROPOSAL: <br /> All proposals received by the deadline will be evaluated by <br /> • the City of Elk River staff. In some instances an <br /> interview may be part of the evaluation process . The City <br /> Staff will recommend to the City Recreation Board at least <br /> three firms to be interviewed by the Recreation Board for <br /> recommending award of this contract . Factors upon which <br /> the proposals will be judged include but are not limited to <br /> the following: <br /> 1 . Project work plan based on City goals for a Master <br /> Park Plan <br /> 2 . Budget requirements and proposed time table <br /> 3 . Qualifications of responder and/or firm and associated <br /> personnel <br /> 4 . Similar experience <br /> 5 . References <br /> VIII . LIMITATIONS: <br /> This Request for Proposal does not commit the City of Elk <br /> River to award a contract, to pay any costs incurred in the <br /> preparation of the proposal to this request, or to enter <br /> into a contract for services or supplies. The City of Elk <br /> River reserves the right to accept or reject any or all <br /> proposals received as a result of this request, to <br /> negotiate with any qualified source, or to cancel in part <br /> • or its entirety this Request for Proposal if it is in the <br /> best interest of the City to do so. The City Council has <br /> final approval of the firm to complete the Master Park <br /> Plan . A recommendation from the Recreation Board to the <br /> City Council will be made following interviews. The City <br /> may require the proposers selected to provide additional <br /> information on their proposals to the City as a result of <br /> direct negotiations . <br />
