Page 2 <br />February 22, 2000 <br /> <br />Assurance Program must be amended to document ,compliance with the compaction <br />specification to ensure the stability of the liner system. Compaction testing for subgrade fill <br />must be conducted on a frequency of one per 10,000 square feet for each foot of soil <br />placed. <br /> <br />Operation of the Active Gas Control System (AGCS) is currently being conducted by Power <br />Strategies, Inc. with the goal of optimizing power generation. The AGCS was originally <br />implemented as a means of mitigating migration of landfill gas and ongoing contamination of <br />the groundwater in the unlined portion of the landfill. Operation of the AGCS must be <br />managed by ERL personnel with the original goals of the AGCS system used as the primary <br />conditions of operation. <br /> <br />ERL shall develop a current AGCS Operation and Monitoring Plan which is based on <br />operating experience of the system and which takes into consideration the contractual <br />arrangements with Power Strategies. <br /> <br />o <br /> <br />The vegetation within the 200 feet buffer area in the southeast, south and southwest areas <br />of the site shall be maintained. ERL shall develop an inventory of "significant" trees. A <br />"Buffer and Screening Plan" shall be developed by ERL and approved by staff which <br />identifies the loss of significant trees from the inventory and a proposal to mitigate tree loss <br />to maintain and enhance the screening of the landfill and operations. The plan shall <br />address the preservation of the buffer during construction, throughout the operational period <br />of the landfill and through the final cover construction. <br /> <br />9. The proposals for implementing three to one final cover sideslopes and leachate <br /> recirculation are conditionally approved pending MPCA approval. <br /> <br />Please contact me if you have additional questions or comments.
