Recommendation <br />The Planning Commission is recommending approval of the renewal of the Elk <br />River Landfill's conditional use permit and solid waste facility license with the <br />changes to these documents proposed by staff. The major changes in the conditions <br />contained in these documents include: <br /> Bio-reactor (leachate recirculation) is approved contingent on approval by MPCA <br /> and Sherburne County. If this system is not functioning properly the city has the <br /> ability to stop the process and have the Landfill return to conventional waste <br /> disposal and leachate treatment. <br /> · Approval of cells 14 through 17 is contingent on city staff's review and approval <br /> of the construction details. <br /> · 3 to 1 slopes are approved contingent on approval by MPCA and Sherburne <br /> County. <br /> An end-use plan is made part of the next renewal of the city's permits for the <br /> Landfill. <br /> <br />If approved with 3 to 1 slopes, the Landfill will have approximately 8,500,000 cubic <br />yards of remaining capacity, which staff estimates will last 10 to 15 years. <br /> <br /> <br />
