Master Parks Plan Request For Proposals <br /> City staff sent out the Master Parks Plan Request For <br /> Proposals to the six firms that were provided to the Park <br /> and Recreation Commission at its May meeting. The Park and <br /> Rec Commission reviewed this Request For Proposals at its <br /> last meeting and made no changes. Additionally, I <br /> understand that other names were supposed to be added to the <br /> list of firms who would receive this Request For Proposals, <br /> but no additional names were received at City Hall . <br /> Of the six names provided, three submitted proposals. These <br /> three proposals are attached for your review. A fourth <br /> example proposal is also attached from the Dahlgren, <br /> Shardlow and Uban firm, but they declined to submit a <br /> proposal based on the fact that an adequate plan could not <br /> be completed within the financial constraints listed in the <br /> Request For Proposal. The Park and Rec Commission could <br /> request a proposal from this firm with no financial <br /> limitation and see how this proposal compares with the other <br /> three. The other three plans from Sanders and Associates, <br /> Barton Aschman Associates, Inc. and Urbanalysis may provide <br /> the Commission with an adequate number of firms to review <br /> for this project. It is recommended that these three firms <br /> are requested to interview before the Park and Rec <br /> Commission in order to get some additional feedback on <br /> precisely what will be accomplished within an Elk River <br /> Master Parks Plan. Such interviews can be held during a <br /> special Park and Rec Commission meeting or during the July, <br /> 1989 regular meeting. Review of these Request For Proposals <br /> at this meeting should include forming of a list of <br /> interview questions so that appropriate information can be <br /> obtained from the firms during the interviews. <br /> 6. As the summer moves forward I believe that the staff will <br /> have a number of items to discuss with the Park and <br /> Recreation Commission. The City Council has approved the <br /> Capital Outlay Program as reviewed by the Recreation Board <br /> at its last meeting. The City Council has also approved the <br /> Park and Rec Commission ordinance as recommended by the <br /> Commission. Additionally, and as previously discussed, the <br /> City has signed an agreement with the Railroad for the <br /> purchase of the old north and south trail and has sent a 10% <br /> escrow check to them but it will be a few months before all <br /> the legal work is completed and the City takes actual <br /> ownership. <br /> As school winds down, I believe that Charlie will want to i <br /> provide an update to the Park and Rec Commission on planned <br /> summer recreation activities. <br />
