<br />The Northstar Corridor Development Authority met in regular session on February 3, 2000, in
<br />the Board Room at the Sherburne County Government Center, Elk River, Minnesota.

<br />The meeting was called to order at 4:34 p.m.
<br />
<br />A motion was made by Duane Grandy, seconded by Patrick Cairns and carried
<br />unanimously to approve the agenda of February 3, 2000, and the minutes of January 6,
<br />2000, as presented.
<br />
<br />Executive Committee Report:
<br />
<br />a)
<br />
<br />Mary Richardson discussed the procurement process for preliminary engineering,
<br />the next step in the development of the Northstar Corridor commuter rail system.
<br />Under the federal funding process, the Federal Transit Administration (FTA) must
<br />grant approval tbr a project to enter preliminary engineering. Staff is currently
<br />working with BRW and the FTA to prepare the request. A proposed timeline was
<br />discussed. Paul McCarron made a motion, seconded by Mark Stenglein, and
<br />carried unanimously to authorize the following:
<br />
<br />1) The issuance of an RFP for preliminary engineering of track and railroad
<br /> improvements;
<br />2) The issuance of an RFQ for station area planning;
<br />3) The NCDA Executive Committee to select the contractors at the March 16,
<br /> 2000 Executive Committee meeting;
<br />4) The NCDA Chair to execute the amendment to the MnDOT grant agreement
<br /> to include preliminary engineering in the scope of work.
<br />
<br />All contracts will be subject to the approval of the NCDA at its April meeting.

<br />Tim Yantos reviewed the planning and project development process as requested
<br />by the Federal Transit Administration. The FTA approves all maj or work
