Both staff and <br /> Public applicant felt the design was a fair compromise as it did <br /> Hearing provide 200-feet of buffer from trail edge to the back of <br /> lots. <br /> -Staff presented the 111 lot plat that is in compliance with <br /> the current tKlc district. <br /> -The Commissions consensus was the site was .not suitable <br /> for due level of deve2opment and a more creative Rlc layout <br /> can be achieved with less impact on the environment. <br /> -The Rlc plat request was recommended for denial based <br /> on the fact that the physical characteristics of the site are <br /> not suitable for the type and density of development and k <br /> wzll cause substantial environmental damage with the loss <br /> of trees. <br />April 14, 2004 Park & Rec -Asked to reaffirm their recommendation. <br /> (update) -Commission still believes the ske is not appropriate for a <br /> development of this nature. <br /> -Discussion centered on playgound location and that it <br /> would be best in the clearing of Lot-4, Block-4 & Oudot G. <br /> (this appears to be physically not possible) <br /> -To compensate lost lots, allow lots (out of buffer) at horde <br /> end of proposed park. <br /> -They realize the buffer would be now less than the 147- <br /> feet but suggested a 20' conse~adon easement over the <br /> rear setback of the lots adjacent to the buffer. <br /> -Suggested multiple other considerations <br />April 19, 2004 'City -The applicant is b~4nging fo~ard the ori=4nal submitted <br /> Council 1Klc layout that was presented to Planning Commission on <br /> Meeting March 23, 2004. <br /> -Again the plat has 5.35 acres of park land (which exceeds <br /> the park dedication by .25 acres) varies in widd2 from $5- <br /> feet to 290-feet. <br /> -Once the applicant gets clear direction from the Council, <br /> he will work with staff to design a parallel buffer that meets <br /> park dedication. <br /> <br /> <br />
