March 10, 2004 -App]J. cant 'wi~dzaws PLTD smd ~ appiicanons and
proceeds fom'~d with cra'rent !R. lc ZOn~g.
March 10, 2004 Park & Aec -The Commission was updated on the revised 111 lot plan.
(update) -The Commission s:21 asked for ~e 200-foot wide buffer
(property line to property line) based on the number
derived from the original 1'~0 lot PUD.
-The Commission is willing to work wkh applicant to
pm'chase the 1.89 acres they desire or if needed, ask the
Council to condemn the land.
-The Commission also discussed City Code Section 30-
375(3) which discussed appropriateness of the site for
development.
March 23, 2004 Planning -Staff, in the akernoon prior to the meeting, wo&ed with
Commission applicant on a design that provided a parallel buffer that is
Meeting, 147-feet wide (10% land dedication). Both staff and
Public applicant felt the design was a fair compromise as it did
Hearing provide 200-feet of buffer from trail edge to the back of
lots.
-Staff presented the 111 lot plat that is in compliance with
the current tKlc district.
-The Commissions consensus was the site was .not suitable
for due level of deve2opment and a more creative Rlc layout
can be achieved with less impact on the environment.
-The Rlc plat request was recommended for denial based
on the fact that the physical characteristics of the site are
not suitable for the type and density of development and k
wzll cause substantial environmental damage with the loss
of trees.
April 14, 2004 Park & Rec -Asked to reaffirm their recommendation.
(update) -Commission still believes the ske is not appropriate for a
development of this nature.
-Discussion centered on playgound location and that it
would be best in the clearing of Lot-4, Block-4 & Oudot G.
(this appears to be physically not possible)
-To compensate lost lots, allow lots (out of buffer) at horde
end of proposed park.
-They realize the buffer would be now less than the 147-
feet but suggested a 20' conse~adon easement over the
rear setback of the lots adjacent to the buffer.
-Suggested multiple other considerations
April 19, 2004 'City -The applicant is b~4nging fo~ard the ori=4nal submitted
Council 1Klc layout that was presented to Planning Commission on
Meeting March 23, 2004.
-Again the plat has 5.35 acres of park land (which exceeds
the park dedication by .25 acres) varies in widd2 from $5-
feet to 290-feet.
-Once the applicant gets clear direction from the Council,
he will work with staff to design a parallel buffer that meets
park dedication.
