* Minutes from the April 19m Council meeting <br />· Staff report dated April 19, 2004 <br /> <br />Overview <br /> <br />At the April 19th City Council meeting the Council tabled this item. After hearing public <br />comments and listening to the applicant's presentation, the Council felt a full Council should <br />be present when the decision is made regarding this plat. <br /> <br />On Wednesday, May 12th staff received a revised preliminary plat for Woodland Hills. The <br />revised plat has a 50 foot street right-of-ways for Woodland Hills Road and Zumbro Street. <br />This will allow the homes to be located further away from the trail and the adjacent lots in <br />Nordic Woods, and preserve additional trees in the trail buffer. The general layout of the <br />revised plat has not changed, other than the narrower right-of-ways, from the plan presented <br />to the Council on April 19m. <br /> <br />Rebecca Haug, Environmental Technician and the County Forester walked the property on <br />May 5th. Their findings are summarized in the attached memo. There is some oak wilt on the <br />property and they recommend an on-site inspection by a private contractor. <br /> <br />Recommendation <br /> <br />Should the Council approve the preliminary plat, the Council should consider basing that <br />decision of the following findings: <br /> <br />(1) <br /> <br />The proposed subdivision is consistent with the zoning regulations (article VI of this <br />chapter) and conforms in all respects with all requirements of this Code, including <br />the zoning regulations and this article. <br /> <br />The proposed subdivision is consistent with aH applicable general and specialized <br />city, county, and regional plans, including, but not limited to, the city's <br />comprehensive development plan. <br /> <br />(3) <br /> <br />The physical characteristics of the site, including but not limited to topography, soils, <br />vegetation, susceptibility to erosion and siltation, susceptibility to flooding, and <br />drainage are suitable for the type and density of development and uses contemplated. <br /> <br />The proposed subdivision makes adequate provision for water supply, storm <br />drainage, sewage transportation, erosion control and all other services, facilities and <br />improvements otherwise required in this article. <br /> <br />(5) The proposed subdivision will not cause substantial environmental damage. <br /> <br />(6) <br /> <br />The proposed subdivision will not conflict with easements of record or with <br />easements established by judgment of a court. <br /> <br /> <br />
