Memo to Planning Comrmssion/CU 04-6 <br />April 27, 2004 <br />Page 2 <br /> <br />Overview <br /> <br />The subject property is located on 191 1/2 Avenue adjacent to multiple family dwellings and <br />north of several single-family homes. Located on the property are four stuccoed mini <br />storage buildings, concrete driving lanes and a storm water detention pond that is fenced. <br />There are two driveway entrances from 191 1/2 Avenue into the site. There is one tree in the <br />boulevard, 11 trees internal and along the north property line and several "volunteer" trees <br />around the detention pond. There is no security fencing and no on-site office. <br /> <br />The applicant desires to expand three of the existing mini storage buildings in order to <br />provide additional units. At the time the structures were constructed, mini storage buildings <br />were allowed. They currently are not a use, permitted or conditional, in the R3 <br />Townhome/Mulfiple Family District. <br /> <br />Zone Change <br /> <br />In order to grant the zone change, the Commission must consider whether or not the <br />request would be consistent with adjacent uses and whether or not the use itself is consistent <br />with the zoning district. The subject property is zoned for Multiple Family Residential, <br />which would allow townhomes or apartments. The adjacent properties to the east <br />(townhomes) and west (apartments) are zoned R4 Multiple Family which is specifically for <br />apartments. The presence of mini storage within the Multiple Family Zoning District <br />appears to be compatible with the multiple family dwellings in the area: there are few trips <br />per day, there is little or no noise, and they are traditionally utilized by residents residing in <br />multiple family dwellings due to the typical lack of storage available to them. <br /> <br />If the zoning is changed, the site could be utilized in the future potentially for an apartment <br />building. If that were to occur, the total number of units available on the site could not <br />exceed 8 per acre as guided by the Medium Density Residential Land Use. The total acreage <br />of the site is 1.38 acres, which would allow up to 11 units to be constructed. <br /> <br />The zone change is consistent with the underlying land use. <br /> <br />Conditional Use Permit <br /> <br />Standards for Issuance of a Conditional Use Permit <br /> <br />The issuance of a Conditional Use Permit can be ordered only if the use at the proposed <br />location: <br /> <br /> W/ill not endanger, injure or detffmental~ affect the use and enj~ment of otherproper(y in the <br /> immediate vicinity or the public health, safety, morals, comfort, convenience or general me~'are of the <br /> neighborhood or the dry. <br />2. W/ill be consistent ~vith the comprehensive plan. <br />3.
