There are, however, five open cuts of the existing bituminous street required, including the sanitary sewer connection. These open cuts need to be coordinated so that they are completed before the final lift of bituminous surfacing goes on 171st Lane and 172nd Avenue. Additional drainage and utility easements need to be provided on this site, which encompasses all of the watermain loop and hydrant locations. These facilities will be considered public so that the Elk River Municipal Utilities can operate and maintain the hydrants to ensure that they are in good working order if and when needed. The agreed-upon fire lane is shown to be constructed on the pdvate roadway east of Pullman Place. It is approximately 90 feet long, 25 feet wide, with relatively sharp transitions from the existing road. Prior to final approval, the developers should provide proof that they have the right to construct this fire lane and that it will be maintained, including snow removal during the winter months. Prior to any construction taking place at Pullman Place, detailed plans should be submitted, reviewed and approved that deal with specific construction issues and elevations relative to the fire lane. Other construction activities that need to be detailed would be construction signing during the open cutting of the public roads, and details on how and when the roads will be restored. There is a condition in the approval for this development that requires "No Parking" signs around the perimeter roadways. These should be shown on the site civil plan set.
